Icon of debate

Now clearly, the figure shown above is one who should be avoided at all costs when hurrying down an alley on a dark, foggy night. This ominous character is cloaked in mystery. "Please sir, turn to the left, yes... like that... and then glare over your shoulder from under the rim of your black hat. Yes. Perfect." And voila! The man depicted in the neighborhood watch signs. Careful children, suspicious people are afoot!

But wait... Having done some preliminary research on google image (yes, research), it became apparent that the detective theory has some credibility. Exhibit A:

Here we have the crime fighter, the clue seeker, the information scavenger. He too wears a dark fedora while sporting the classic trench coat... Veiled in a cloud of smoke, he begins to resemble the mysterious figure he is tracking. While the neighborhood watch sign, by popular vote, is depicting the perpetrator of local crime, one begins to wonder how very different these two figures are...

Once again:

DETECTIVE: 1

VILLAIN: 14

???

Who is the character lurking in the neighborhood watch sign?

DETECTIVE: 1
